The revised (1993) Massachusetts Contingency Plan (MCP) has given the LSP the authority to provide opinions that will establish the direction, content, and outcome of required actions at hazardous waste sites in the Commonwealth of Massachusetts. Previously, these responsibilities lay with the Massachusetts Department of Environmental Protection (DEP). Now, except at the highest priority sites, decisions regarding investigations, cleanups, and compliance determinations are the responsibility of an LSP.

The State Board of Registration has licensed John H. Clement as a LSP based upon qualifications, education, experience, moral character and a comprehensive examination on the MCP and related technical issues.

NEET, and its residing LSP, has the qualifications and experience to evaluate sites, recommend the required action, and oversee the project, thus eliminating the traditional oversight or approvals of the DEP.
